IDZ Incentives South Africa: Industrial Development Zones
Industrial Development Zones (IDZs) are purpose-built, duty-free industrial estates near major ports in South Africa. They offer significant tax and customs incentives to attract investment in export-oriented manufacturing. South Africa has four designated IDZs: Coega (Gqeberha), East London, Richards Bay, and OR Tambo International Airport.
What Is an IDZ?
An IDZ is a designated, fenced-off, duty-free area linked to an international port of entry. Businesses operating in an IDZ benefit from customs-controlled area status, meaning they can import inputs and raw materials duty-free if the finished products are exported.
IDZs are governed by the Manufacturing Development Act 187 of 1993 and are designated by the Minister of Trade, Industry and Competition. Each IDZ is managed by an operator company.

IDZ Incentives and Benefits
- Duty-free importation of raw materials, components, and machinery used in production for export

Special Economic Zones (SEZs)
Several IDZs have been redesignated as Special Economic Zones (SEZs) under the Special Economic Zones Act 16 of 2014. SEZs offer expanded incentives beyond the traditional IDZ model, including a preferential 15% corporate income tax rate and employment tax incentives.
Coega and East London IDZ are now also designated SEZs. Other SEZs include Dube TradePort (KwaZulu-Natal), Maluti-a-Phofung (Free State), and Musina-Makhado (Limpopo).
SEZ investments of R30 million or more in preferred sectors may qualify for the 15% preferential corporate tax rate. Consult a tax advisor for specific advice.
How to Apply for IDZ Operator Status
- Identify the IDZ or SEZ most suitable for your business and sector.
- Contact the relevant IDZ operator to discuss your investment proposal.
- Submit an application to the DTIC for IDZ operator or enterprise permit status.
- The DTIC will assess your application based on investment value, job creation, export potential, and sector fit.
- If approved, enter into an operator agreement and commence construction or operations.
- Comply with ongoing reporting requirements to the IDZ operator and DTIC.
