Early Childhood Development (ECD) in South Africa: Subsidies, Centres, and Rights
Early Childhood Development (ECD) covers the period from birth to age 4 (and up to age 6 at pre-school level). In South Africa, ECD services are regulated and subsidised through the Department of Social Development (DSD). Registered ECD centres receive a government subsidy of R17 per child per day, which significantly reduces costs for low-income families. Quality ECD is proven to improve long-term educational outcomes for children.
What Is ECD and Why It Matters
Early Childhood Development encompasses all programmes and services that support the cognitive, physical, emotional, and social development of children from birth to school entry (age 5 or 6). This includes crèches, day care centres, playgroups, ECD centres, and home-based care.
Children who receive quality ECD have better school readiness, are less likely to repeat grades, and show improved health and well-being outcomes. The South African government has committed to universal access to ECD as a national priority.
The DSD subsidy is paid to the ECD centre, not directly to parents. The centre uses the subsidy to reduce or cover the fees charged to qualifying families.
DSD ECD Subsidy
The Department of Social Development provides a per-child subsidy to registered ECD centres to make ECD services affordable for families. The subsidy rate is R17 per child per day as of 2026. This is paid directly to the registered ECD centre on behalf of eligible children.
To benefit from the subsidy, the ECD centre must be registered with the DSD, and the child must come from a household that meets the DSD income threshold. Children from households receiving SASSA social grants are automatically eligible.
How to Find a Registered ECD Centre
- Contact your nearest DSD (Department of Social Development) regional or district office.
- Ask for a list of registered ECD centres in your area.
- Visit each centre to assess the environment, staff qualifications, and daily programme.
- Ask the centre manager whether the DSD subsidy is available and whether your child qualifies.
- Complete the centre's registration form and provide the required documents.

Registering an ECD Centre with DSD
If you wish to operate an ECD centre, you must register with the Department of Social Development under the Children's Act 38 of 2005. The centre must comply with minimum norms and standards covering staff qualifications, child-to-educator ratios, health and safety, and curriculum.
To register, contact your provincial DSD office. The DSD provides support and monitoring to registered centres and connects them to the subsidy funding system. ECD practitioners can access accredited training through the DSD and ETDP SETA.
ECD Policy and the National Integrated ECD Policy
South Africa adopted a National Integrated ECD Policy in 2015, which outlines a comprehensive vision for ECD from birth to school entry. The policy commits to increasing access, improving quality, and building a qualified ECD workforce.
The 2022 Presidential ECD shift moved primary responsibility for ECD from DSD to the Department of Basic Education (DBE). This means that ECD from age 3-4 onwards is increasingly becoming part of the formal schooling system, with Grade R as the first year.
