How to Convert a Foreign Driver's Licence in South Africa
If you have become a permanent resident of South Africa, you must convert your foreign driver's licence to a South African driver's licence within 5 years of becoming a resident. Visitors may drive on a valid foreign or international licence for up to 12 months. This guide explains the conversion process, what documents are required, and whether a driving test is needed.
Who Needs to Convert?
- South African permanent residents who hold a valid foreign driver's licence and have been resident for more than 5 years
- South African citizens who obtained a driver's licence abroad and have returned to reside in South Africa
- Persons who have been issued a South African permanent residence permit and hold a foreign licence
- Note: visitors and temporary permit holders may drive on a valid foreign licence for up to 12 months
After 5 years of permanent residency without conversion, your foreign licence is no longer valid for driving in South Africa. You must pass the learner's test and driver's test from the beginning.
The 5-Year Window
Under the National Road Traffic Act, permanent residents must convert their foreign licence within 5 years of taking up permanent residency. After 5 years without conversion, you are not legally permitted to drive on the foreign licence and must apply for a South African learner's and driver's licence from scratch.
It is strongly advisable to convert as soon as you have permanent residency, rather than waiting until the 5-year deadline.
Documents Required
- Original valid foreign driver's licence
- Certified translation of the foreign licence if it is not in English (from a sworn translator)
- Original South African permanent residence permit or ID document (if you have been granted citizenship)
- South African ID document or, if not yet issued, passport with valid visa
- Proof of South African residential address not older than 3 months
- Completed DL-1 application form
- Two ID photographs (35 mm x 45 mm)
- Payment of application fee (approximately R180 to R250)
Bring original documents and certified copies of all foreign documents. Traffic departments will not accept uncertified photocopies of foreign identity or licence documents.
Is a Driving Test Required?
Whether a driving test is required depends on the country that issued the foreign licence. South Africa has reciprocal agreements with several countries, which may allow conversion without a driving test (subject to an eye test only).
For licences from countries without a reciprocal agreement, a full K53 driving test (yard test and road test) may be required. Contact your nearest traffic department or the NATIS helpline to confirm the requirements for your specific country of origin.
An eye test is always required regardless of the country of origin.
Conversion Process
- Gather all required documents including translations if necessary.
- Contact your nearest traffic department to confirm the specific requirements for your foreign licence country.
- Complete the DL-1 application form.
- Visit the traffic department, submit documents, and pay the fee.
- An eye test is conducted on the premises.
- If a driving test is required, book the K53 test at the same office.
- A South African driver's licence card is issued once all requirements are met (4 to 6 weeks for card production).
Driving on a Foreign Licence as a Visitor
Tourists and visitors to South Africa may drive on a valid foreign licence for up to 12 months from the date of entry. An international driving permit (IDP) from your home country is strongly recommended as it provides an internationally recognised translation of your foreign licence.
After 12 months, if you have obtained a temporary or permanent residence permit, the conversion requirements begin to apply.
