How to Query Your Municipal Account
Municipal accounts in South Africa cover electricity, water, sewerage, refuse removal, and property rates. If you believe your account is incorrect — whether due to an estimated reading, a billing error, or a disputed balance — you have the right to query it. This guide explains how.
Understanding Your Municipal Account
A South African municipal account (often called a rates account or municipal bill) typically includes charges for electricity consumption, water consumption, sewerage (based on water usage), refuse removal, and property rates.
Each of these charges may appear as separate line items on your statement. Make sure you understand what each charge is for before disputing it. Some charges are fixed (rates, sewerage, refuse removal) and some are variable based on consumption (electricity, water).
Common Reasons for Account Queries
- Estimated meter readings instead of actual readings
- Billing for a property you no longer own or occupy
- Incorrect application of tariff rates
- Free basic electricity (50 kWh) or free basic water (6 kl) not credited
- Indigent discount not applied despite being registered
- Rates billed on an outdated or incorrect property valuation
- Duplicate charges or charges for services not rendered
- Failure to process a payment already made

How to Query Your Account
- Gather your municipal account number, a recent statement, and your South African ID.

- Request a reference number for your query.
- Follow up within 5-7 business days if you have not received feedback.
- If the matter is not resolved, escalate to the municipal revenue manager or ombudsman.

Non-payment of undisputed portions of a municipal account can result in service disconnection, the debt being handed over to debt collectors, and legal judgment against your property.
Disputing a Bill: Your Rights
Under the Municipal Finance Management Act and the Municipal Systems Act, you have the right to query your municipal account and to receive a written response within a reasonable time. The municipality must investigate disputed accounts and may not disconnect your services while a bona fide dispute is being investigated, provided you continue to pay the undisputed portion of the account.
If the dispute is resolved in your favour, the municipality must issue a credit note for the overcharged amount. If resolved against you, you must pay the outstanding balance including any accrued interest.
Arrear Accounts and Payment Arrangements
If you have fallen behind on your municipal account due to financial hardship, contact your municipality's revenue department before the account is handed over for collection. Most municipalities offer payment arrangements (instalment plans) to assist customers who are in arrears.
Speak to a customer care consultant and ask for a formal payment arrangement agreement in writing. Making payments without a formal arrangement may not prevent disconnection or legal action.
